Without looking at the car and cleaning the surface carefully around timing cover and engine block I can't say for sure that the timing cover is leaking but I highly doubt it.
I'm fairly sure that the leak is coming from between the cylinder head and timing cover.
If you are lucky it might be enough to have the cylinder head bolts retorqued to stem the oil leak.
At my shop I replace all 10 cylinder head bolts to be on the safe side together with installing a new valve cover gasket. That procedure comes up to about $150.00.
To install the very latest PCV modification shouldn't be more than $100.00-150.00 at the dealer since the part is only $10.00.
The blue smoke might not have anything to do with the PCV system but could be a failing turbo.
