There are only so many possibilities with any fuel gage problem - this is not rocket science.
Troubleshooting should consist of several logical steps:
Check the resistance reading from the gage connector to the tank sender. If this is out of spec, then the problem is either in the sender or in the wiring. The resistance range should be found in the technical info the mechanic has.
The next step would be to remove the sender from the tank. If it passes bench checks, then there is a wiring or connector problem. Usually a sensor fails by developing an "open" (zero resistance) over a portion of its travel.
If all this checks out, then the gage cluster itself is probably bad.
I don't have any Saab specific ideas, but electrical troubleshooting is mainly knowing what to do, and having the sense to do it in properly.
IF they already did this, then maybe they do need to hear from Saab ;(
