You can read the fuel tank contents with Tech II and by pass the multi meter checks. The four possible problems are: Fuel gauge, The mother board(ecu for the gauge attached to the gauge cluster), fuel tank sending unit, the wiring. Most failers i've seen are with the Miu(gauge cluster) or the mother board. The dealer should check for any DTC(trouble codes) stored in the MIU. The dealer can test the gauge with Tech II using the Activate function to run the gauge through the range of travel.
