REM is correct in pointing out that many drivers, even outside the crowded cities, cannot spare too much of their attention for driving because it distracts them from drinking coffee, talking on the phone, etc. This is true but it is a chicken-and-egg kind of thing. At 55 to 65 mph, driving just doesn't require complete attention, so it is natural that people devote themselves to distractions as distractions arise.
But if we had sensible speed limits -- say at the 85th percentile, after excluding phone talkers -- then you'd see a lot more folks with both hands on the wheel. Also, if we had sensible speed limits, then a lot of folks who correctly argue that cell phone bans are ridiculous in the 55 mph environment would support such bans.
We need better drivers. But we also need more freeways and fewer revenue enhancement zones. And the two problems are not unrelated.
