Seriously, I've driven abroad, and there is little difference in the quality of drivers - people do dumb things everywhere. American cars are different because Americans spend a lot more time on the road than anywhere else - the needs of a commuter who spends two hours in the car per day is a lot different than someone who lives in a centralized city with good public transportation. You can argue amongst yourselves about which is a better way to live.
I think the reason highway driving can be so frustrating is because there is just no training of highway manners and there is no enforcement of highway laws apart from speeding (and driving on the wrong side of the road - they always get you for that). I really wonder how many drivers have ever even been told that you shouldn't pass on the right, or that you shouldn't force someone else to? Personally, I don't spend a lot of time worrying about what other people are driving - just pull over when I flash my lights, please.
I do have on really big pet peeve, though -- semi trucks that decide to pass just when you come up to them - at about 1/2 mile per hour faster than the other five semi's they're passing. That's one time you're glad you can sit back and enjoy those awful american luxuries that we have deemed unsuitable for our European sensibilities.
