Yes, well the United States Navy has an active countermeasures system; it's called an EA-6B Prowler, and it's a rather costly item. (See link below.)
Seriously, though, electronic countermeasures are very tricky, generally requring costly gear and skilled operators. Also there's the little matter of the FCC license required for any active radar device.
If somebody is offering to sell you a black box that will automatically and reliably spoof radar, then I would be skeptical and I would advise you to buy only with an ironclad money-back guarantee, a promise to hold harmless from FCC enforcement, and the resources to back it up.
Spoofing laser is an entirely different problem and would involve another whole set of receivers, processors and transmitters (though at least you don't need FCC permission to radiate light, at least not yet).
Even if the device worked you'd still be vulnerable to VASCAR, pacing, and of course that old stand-by, perjury.
There is really no way you can protect yourself from speed enforcement. Even if you do not speed at all, you will occasionally get a speeeding ticket, if your car and driving style rise to a certain level of visibility in the eyes of The Man. My advice: watch traffic around you, get a V-One, don't paint your car Talladega Red or Monte Carlo Yellow, and just generally make sure that Officer Quota has a more attractive target in his sights.
