Yes, the plastic arm controlling the blend door has cracked and broken - it's a rather common occurrence, and when it is not working the initial cool-down of the AC takes forever. The usual test is to turn the fan on high, push the recirculation switch, and listen for a change in the sound of the rushing air.
The replacement is somewhat beefed-up, as I recall. The motor that the arm is attached to is accessible under the dash on the passenger side after removing the glove box and the side of the center console. Biggest problem for me was obtaining a 6m nut driver just the right size to access one of the nuts that is inset into the motor. Here's a link to some instructions, but they are not the most legible. You might do a search to find ones that are better illustrated.

Once I repaired mine the AC returned to performing as new.
