There are passive and active radar jammers on the market. The passive ones (like the Phantom you see advertised) don't actually brodcast anything and are FCC compliant. They also don't work at all. The active ones are semi-legal to sell and illegal to use. I believe they use a built in detector that sends off a 5 sec jamming blast when as soon as it detects radar. I can either randomally jam the gun or, as you mention, send out a preset speed for the gun to register. Car & Driver tested these jammers a few years ago and found the passive ones to be useless and the active ones to actually work. They weren't 100% effective and they often didn't cause the gun to display the preset speed, but they did in fact basically work. Unfortunatly, I don't have that issue of C&D handy so I can't provide any contact information and there company was receiving some legal challenges at the time so the may not even exist. I don't believe a similar device was mentioned for laser, but I'm not sure.
