Metal filings would still be contained. Where did you find the metal filings? It is possible the idler or tensioner pulleys seized..if you were under power the belt would melt but I could see them killing the engine if it was at idle.. like Les said, removed the belt and see if the engine turns on the starter.. you can run it for a short (under 1 min) time with no harm without the belt.
