V-6 oil pressure check out of car

I am putting a used engine in my 2000 9-5 SE. V-6 with 80K. I would like to verify the oil pump works before I drop the engine back in. I thought I could do that with the starter. I primed the filter and put 5 qts of oil in. I had dropped the pan and cleaned the screen and pan previously. Screen was clean with some accumulated oil goop in the pan. The cams had oil on them when I replaced the valve cover gaskets. I cranked the motor several times in 5 second burst with no plugs in and could not get oil to pump out of the banjo fitting for the turbo on top of the filter bracket. Should I be able to pump oil with the starter? Could the relief valve be stuck?. Do I need to take the oil pump out? It appears very rare for a V-6 to have pump problems . Suggestions are appreciated.
