I just had the Saab engine block heater installed on my 00' 9-5. The dealer said that although they only charged me the factory manual rate of 1 hours time to install it he said it took closer to 2 hours. In any event it works like a charm and if you leave it plugged in the night before you start her up in the morning there's instant heat from the heating system which is nice if you live in an area that has a real winter(Here in NJ the temperatures during December were colder than some spots in Alaska so the weather people like to keep mentioning). Also, the part itself is very inexpensive at $25 but as I mentioned after looking where the element is located it looks like a real bear to put in unless your hands and fingers are something akin to the size of a 5 month old child.
Given that most Saabs are operated in very cold climates I don't see why they just don't add this as standard equipment in the US market given the cost versus convenience factor, but that's Saab for you.
