I hadn't heard anything about it being the result of an emissions requirement. It happens on my 99 sedan, and I think I have also heard it on my 2001 wagon. I have heard about a fix where they put some foam in the tank, but you lose some fuel carrying capacity. That's a trade-off I don't want to make. I only notice it at a firm stop with a 3/4 full tank, during a lull in the radio station. Those three things don't happen at the same time every day, so I don't worry about it.
