Taking the fender liners off, cleaning the area and then treating it is the best way to go as per Snowmobile but I loathe the time,effort and broken parts especially since I have been feeding the rust free? dog(leg) with a thinner penetrant like red top Rust Check and following that the next day (with dry weather in between) with a thicker corrosion inhibitor "icing" like "Corrosion Free" from Canadian Tire or green top Rust Check.
If I did remove the liners etc, I would probably also clean and paint the inner surface with POR if applicable and then cover the entire inner dog(leg) with a thick layer of lithium grease. Since the area is fairly protected from "washing" road spray, this would essentially eliminate the possibility of inboard rust for it's remain service life. Waxing the legs a few extra times per year is also a good idea and if you don't mind the look in the middle of a polar vortex, spray a paint friendly corrosion inhibitor on the pre-cleaned outer legs a few times per winter.
The bottom line is that it doesn't take a lot of effort to address the few weak spots on the car exterior using these quick, low cost methods.
