Mine were tough as well - I didn't even try to remove the fill line plug - just measured what came out and added a little extra for seepage and a slight overfill to improve shift quality (not suggesting you do that but it seems to work for me). I recall that I had to use a universal joint on the top plug to orient the socket properly. Takes a lot of torque and then gives suddenly in my experience. Although I haven't tried this technique in this application - a little heat or dry ice cold might be enough to crack the seal. The Haynes manual recommends thread-locking compound - I put on anti-seize on the threads instead!
In my humble opinion, I think the 2 or so litre capacity (refill qty is less - see your manual) seems a bit on the low side for such a hard-working contraption. My new to me used 9-5 had a fair amount of metallic swarf on the drain plug magnet. Ultimately, as you said, it might be better to take it to your trusted mechanic or at least the shop that torqued up the plugs a few years ago, maybe with thread blocker.
