the expansion valve is not a moving valve ... it is a valve that allows the refrigerant to expand from its compressed, high pressure state to its low pressure state and thus absorb heat.
Failure mode for an expansion valve is leakage, not "stuck". And its usually catastrophic ... all refrigerant is often lost when the expansion valve "blows out".
I think you need to determine if the AC system is producing cold air or not. Warm air at the duct could be caused by the ACC system mixing in hot air (by mistake).
- Does the compressor kick on, and stay on? or is it cycling on and off?
- does the system *ever* blow cold ... e.g. when you first start the car in the morning?
- when the AC clutch engages is there any odd sound?
- when the AC clutch engages is there a noticeable load on the engine?
