Yes, the bolt test is the perfect diagnosis of the evap check valve failure. If you get full boost with the bolt installed, then you need to replace one or both check valves. This solved my mid-yellow boost issue. I pulled some check valves from cars in the scrap yard. As I recall the replacement evap line with the check valves in place is rather costly.
There are also some third party check valves available. When I get home this evening I'll see if I can find a link...
