If A/C compressor runs at all times when engine is started even when you hit the Off button, something is really wrong somewhere. So that has to be found and fixed first.
You also have to have a scan tool where you can read the engine temperature and cooling fan On command because if you are only going by feeling right now and are afraid to run the engine too hot, you might not even hit high enough temperature for the fans to come on.
Most of today's cars are above boiling point before the fans come on normally.
100-105°C is not unusual for fan On command.
