Not sure it matters much as long as you can see it on the stick; I would err to the low side because you can always check and add more later.
Make sure you use the right PS fluid. Not sure if this applies to your year, but a leaky high pressure side hose on my 2006 9-5 educated me to the requirement for Pentosin full synthetic fluid at $20 a quart. Indie said regular PS fluid would have damaged the system had I put it in to top off the reservoir.
