01 95 aero surging around 75 mph

I know there are a million and now one posts one this. Last week I was driving on the highway and out of the blue it started to surge at 70-75 miles an hour. So I read up on the posts here. I first checked my vacuum hoses that I can see. I did find one that was disconnected. To a device that is black and round and is mounted to the fire wall almost behind the throttle body. So I connected it and the car seemed to run great. About 30 mins into a trip it started again surging. I stopped and checked to see if the hose came off. It did not, but the car idles perfect. One thing I did notice when I am cruising on the highway at 70-75 and I lift my foot off the accelerator my tach doesn't come down right away. It takes a while to come down. I always thought that once you lift your foot off it should come down right away. Please help, it is so frustrating. Thank you guys!
