None of the four 9-5's (all AT's) we have had has gotten over 30mpg for a full tank. Still, I think that 23mpg for highway is low.
MAF can have an effect, and cleaning may not fully restore, An often overlooked item is the exact tires on a car - rolling resistance can vary by a lot for same size tire (up to 10%). Same thing for the amount of ethanol in the fuel. And one last thing to check is the age and responsiveness of the front oxygen sensor - it is part of the logic for fuel delivery, and as it ages it may pass fault testing to set a CEL but degrade fuel control.
The two reasons I think our 9-5's have never achieved >30mpg are the tires and ethanol in fuel. I've chosen other tire features over rolling resistance.
