I don't think you should do this. I had a 99 9-5 SE (6 cylinder). I believe, and hopefully others that are more knowledgeable will chime in, that the tension is set automatically. If there's a problem, it with the pulley that sets the tension. Loosening it may cause incorrect timing issue with catastrophic results for your engine.
With the correct tools (big caveat), timing belt is not a big deal. For me, I never had the tools to hold both cams in place.
Long story short, don't do it. Get new pulley, especially tensioner, and belt.
