Wheel bolts making me nuts!

Just went through having a broken-off wheel bolt removed and replaced. My current set of wheel bolts for my 2001 9-5 Aero came with the car's original BBS wheels. They're a single-piece bolt with a conical tapered head, stamped "BBS" and are a bit longer than typical Saab wheel bolts.
I just bought 20 new wheel bolts form a supplier suggested by my tech - see the link below. These are sold as Saab bolts, with a conical piece around the head that is not physically connected to the rest of the bolt.
When the shop tried to use one of these new bolts to replace the broken one (on my steel wheels with snow tires), they found that they could not torque it up! A test with the other bolts on the same wheel produced the same results. The prognosis is either that these bolts are defective (probably not..) or that the steel wheels require different bolts. I bought these steel wheels (with the original set of Haakas) from my local Saab dealer when I bought the car as a CPO, years ago.
So, now I have 19 of the original BBS bolts, plus one miscellaneous used bolt the shop had in stock, on the care Everything is torqued up properly. I have a boxful of the new bolts, I guess, waiting for the Spring and the return of my alloy wheels.
Anyone else experienced this strange bolt behavior with the steelies?
