Yes, the outside temperature sensor is an integral part of the ACC system.
It sounds like it has come loose and is potentially in contact with the radiator, giving the crazy high reading.
It is located in the lower front grill, dead center. Easiest to get to it by loosening the skid plate (cover) under the nose.
In some cases the wiring gets brittle and breaks (usually causing an open circuit that results in full blast heat). While that seems less likely in your case, it wouldn't hurt to be prepared to do a little splicing if necessary.
The sensor is pretty inexpensive if you need to replace it.
