H&R has a spring set. these are sport springs so they are a bit shorter. $250+ on Tire Rack and eEuroparts.
It is unusual that one side is considerably lower than the other. You should check the rubber bushings etc. There is plenty of travel or space left in the springs so using different height in spacers on either side is OK.
I have no idea on failure rates of springs or brands.
Spring quality depends on the alloy, manufacturing process, heat treating etc.. Like anything on a production car, there are cost constraints.
