This happened to my '99 SE several years ago, but fortunately, I was able to overhaul and repair it myself using instructions from Saab Services (in South Florida) and a Skandix repair kit containing new plastic gears and external arm. For the broken internal hard stop, I managed to salvage the broken piece and fasten it back in place using an ample fillet of plastic epoxy. eEuroparts carries the kit, but it's sometimes on back order. Recently I sourced another kit for my '04 direct from Skandix in Germany. Note: the as-quoted shipping rate as calculated by their website's shopping cart is exorbitant, but if you drop them an email, they can ship it uninsured in a padded envelope and save you quite a bit. Worked for me!
Caveat: the success in fashioning an internal repair to the hard stop is not guaranteed. I like to tinker and was successful. FWIW, SWEDECAR showed me a box of recirculation motor assemblies he scavenges, eventually he has enough parts to build up a good one.
