"Normal" amount of Sag?

I could see that rear end of my '01 aero wagon is sitting lower than front.
Just measured rear ride height with 1/4 tank of gas and about 100lbs of stuff in trunk.
measurement indicates that rear has sagged 51 mm ( just over 2 inches) to bring back to 610mm.
Seems like an extreme amount of sag to me- needs 2 inches of spacers!
Or is 51mm an expected amount?
Thanks again!
