The oil leak is a design flaw and show up on all engines no matter loose or bad head bolts or not.
I have not seen a car after the 2003 VIN cut with loose headbolts but I have seen plenty of them leaking oil.
To me, the leak is not big enough to defend a cylinder head and timing cover removal.
Make sure the PCV system is working correctly and that the check valve is not broken inside at throttle body.
