The passenger side and rear vent are supposed to work in sync. If I am not mistaken, the upper end of the metal rod that you are manipulating is supposed to attach to the broken arm that you have ordered so that when the motor at the top moves the upper portion (controlling the passenger vents) it also controls the rear vents.
See attached link. The first half of the instructions are for the drivers' side. Half way through, he works on the passenger side. Photo 15 shows how the vents are supposed to be linked to work properly.
