Yeah, a few years back when this really started bugging me, I asked a friend with an Audi, and he said it was one switch for fogs. He also had no idea how obnoxious the rears being 'always on' was. I suppose if they were down low like the fronts it wouldn't be as bad as being right in your eyes.
I think most people that drive with fogs on all the time do it because they think it looks cool, more than function / visibility. In reality, if someone can't see you coming with your eye-level DRLs or headlights on, the additional foglights a foot below them aren't going to make much a difference. Don't get me wrong, adverse weather conditions, dark and windy country roads, yep, I turn them on. Driving on a multi-lane interstate highway in clear weather, nope. Still running the original fog light bulbs after 14 years and 271,000 miles. But that's just my view.....
