I have a '00 9-5 and the AC was very marginal until I accidentally discovered that the recirculation flap motor was broken. It does not give out any errors codes when broken. The way to check whether it is working or not is to have the blower set to maximum speed in a car with all windows and doors closed. When switching recirculation on or off there should be a significant change in air flow.
And this is a very very common failure in 9-5s - out of 3 junk yard motors that I pulled all 3 were broken.
After I have replaced the motor the AC perfomance has drastically improved.
