My bet would be the wiper transmission - the mechanical linkage between the motor and the wiper arms. It translates the rotation of the motor into the side to side motion of the wipers.
If you can listen carefully, you should be able to turn the wipers on and hear if the motor is running, and rule that out. They tend not to go bad; usually one of the hinge points in the transmission fails which stops the motion.
