If what you are saying is true, you have a problem that is not a normal failure scenario and that could be tougher for us to guess on.
What happens when you have the wipers turned OFF. Can you move the wiper arms by hand back and forth between full strokes?
Does only one arm move and the other lay still?
If so, you might have a broken linkage/transmission problem.
When you turn the wipers ON, do you hear a whirring sound from the wiper motor but no action from the wiper arms?
If so, you might have a broken linkage/transmission.
It sounds strange if the wiper motor turns on but is not able to move the arms and is NOT blowing the fuse by trying.
If so, you might have a corroded power or ground scenario that is not delivering the full 12v circuit.
In any cases, you would have to remove the wiper arms and cowling to investigate.
