Five hours in 90 degree heat today wasn't exactly what I had planned, but I'm back up and running.
I took the motor, trans and linkage out. Then I put the motor on my bench and removed the motor housing. It was full of brown gunk. I cleaned it to virtually new condition and put it back together lubricating with some high end PTFE based lube I use on my 3d printers. I also opened the case to the trans to see if anything was amuck in there. Everything looked fine. I was surprised to see that the gears are plastic. I'm guessing they're either nylon or delryn? Anyhow, I gave them some lube too.
My theory was that the brushes on the motor might be so dirty that they're not making enough contact for the necessary current to flow, hence a loss of power. Sure enough, that was exactly the problem. The wipers turn again now at full strength. I'm not sure how long they'll do so, but for the time being I'm back in business.
