Depends on when you check the rear O2 sensor output signal.
It is usually only stable at static load, idle or cruising. As soon as you change the gas pedal input or the road changes, the sensor might start to move up and down and then settle down again.
The older and more worn the cat is, the more sensitive it is going to be and make the rear sensor swing more and often.
The Tech 2 test is not an accurate test as far as OBD2 Federal emission standard is concerned. Almost every cat will pass the Saab test but fail the onboard OBD2 software test and even if codes for weak cat is set.
