I did this very job this just this morning on my '05, and, as in the past, used the electrical tape idea.
It works better than anything else I can think of. It seems an even tighter gap in my '05 than it was in the '00 - unlikely but I swear.
Anyway I cannot imagine any tool would help even if cut down.
I just tape it in a cross over format, stand at the side of the car and with the inside spacer already on (important so as to as to allow manouvering space) the taped pulley poised over the spot and one hand on either side of the pulley to gradually turn the bolt into position.
The problem for me was that the INA pulley bolt which it just occurred to me arrived from eEuro as a Saab center pulley, seemed ever so slightly longer than the factory Saab/original one that came out (first pulley change in this car - 77,000 mls).
Might be a good idea to keep and re-use the bolt you take out.
That is what for me made it important to have the inside spacer on first. Otherwise it becomes even more fiddly.
Hope this helps someone. Took me about two and a half hours without pushing it. Figure I saved about $400.
The only difficult part is getting this center pulley back on.
Oh and by the way I did not torque the pulley bolts. Oops! Just gave them a good solid tightening as it seemed they were when i took them off. Couldn't find torque specs anywhere.
