So, an update: so the starting issues happen generally after heavy city traffic driving. The last time it happened was the worst, but it eventually started.
Car would turn over but would not start. All dummy lights come on, and so do all electronics. Eventually, I left it on accessory for a two or three minutes and then tried to start it and, with a bit of hesitation, it fired up and began idling at ~800 rpm (on a normal start, it usually idles around 1400-1600 RPM). I'm guessing this goes hand in hand with the surging. Here's the suggested culprits:
Voltage regulator
CPS
Dirty/old throttle body
Could an old fuel filter also be causing the issue? I have not changed the fuel filter yet but its on my need to change list. What else could be causing the problem?
