New brake pads have machined surfaces that a bit fluffy. New pads can feel soft until heat + pressure + wear develops a compact hard pad surface. During this time polymers are transferring to the rotors which is part of the friction produced.
If new pads on old rotors not remachined, the rotors are thinned out further from the hub. And rotors may be grooved if semi metallic pads have been used. New pads are compromised until they wear-in to conform to the rotors. This situation can present more sponginess than with new rotors.
Pads with polymers need to be broken in properly. New pad surfaces are polymer rich which presents some vulnerabilities. Later on, the surfaces have semi burnt and oxidized polymers at the friction surface. If a new pad is subject to a hard braking event to a dead stop with hard pad pressure to the rotor, polymers can transfer unevenly to the rotor and then friction varies around the rotor presenting a result that really feels like a warped rotor when the rotor will appear OK to a dial indicator.
