I haven't run wires from the dash to the engine compartment but, I don't think it would be that difficult. If you follow the main trunk from the fuse box to the engine compartment it probably goes through a rubber boot in the firewall. A useful trick is to stick a coat hanger through the boot, tape the wires to the coat hanger and pull the coat hanger out into the engine compartment.
I don't know about mounting. It depends where you want to locate the lights. One suggestion is to get a light bar that mounts on the roof. The mounting legs can be screwed into the door frame. Or probably have a roof rack like attachment. Here is a picture of such a setup:
