I would expect the bottom pipe to not be as hot as the top, as the coolant will cool some going through the core as air passes over it. It should still be quite hot though.
Regarding hose routing:
As best as I can tell, the top hose on the left goes to the top pipe at the firewall. This appears to be the line to feed coolant to the core.
The bottom hose on the left connects to a T fitting that bisects a hose running from the bottom firewall fitting back to the engine. It doesn't connect directly from valve to the firewall. This appears to be the line returning coolant from the core to the engine
The solo hose on the valve runs directly to the engine. This appears to be the line feeding hot coolant to valve assembly.
If you look at the photo of the complete hose & valve assembly on eEuro's site, it may help visualize what should be going on.
Also make sure that you have vacuum to the valve, otherwise it won't actuate.
