Per the WIS, diagnostic code B1746 will be generated if there's a break/short to ground in the circuit to the outside air temperature sensor. Can you visually verify that it's in place and connected? Was the six-pin connector behind the left headlamp left disconnected? If that's inconclusive, temporarily de-mate the SID connector and perform a resistance check across pins 7 and 20 (into harness side). Depending on the OAT, the value should lie between 100 and 350 ohms.
