Yeah.
The white plastic clips extend up under the lower edge of the front windshield, but whoever replaced your windshield may have broken a few off.
Got a well used replacement one from English Swedish in Alpharetta, GA a couple years back for the '01. Best one he had, but it looks older and more UV affected than the original one on 2 of my 3 other 9-5s.
Another approach might be to spray paint the black plastic with matte rattle can black, and attach a new rubber strip. I wouldn't use a tube sealant to the glass since the week you do, a leaf or piece of debris will be discovered in your fan motor and the gooey stuff will all have to come right back off.
