O2 sensors range from 0 to 1 volt DC.
As stated the front one reads the mixture going in, and the rear #2 reads what the cat has done to the exhaust. those reading sound normal.
The only hassle I have EVER had is bad ground on the sensors. Look up J16 fix by doing a search on this site. http://www.saabnet.com/tsn/bb/9-5/index.html?bID=265344
When this ground is bad in the harness near the ECU, you will get a check engine light that indicates bad O2.......it could be a bad ground. I had this J16 on 2 of my Aeros.
