I adjusted the shutter so that it's half way between closed and open. It's not too hard but you do need to remove the lamps from the car.

In summary, I did this:

Pulled the lamp from the car. Removed the bulb and then the bulb carrier (two screws) from the lamp assembly.

Looking through the bulb hole you'll see a metal bar at the front of the reflector. I used a socket extension and gently pushed the bar in the middle, making it bulge slightly. The shutter rests on that bar in low-beam mode so doing this causes the shutter to sit in a more open position. You can manipulate the shutter via the solenoid next to the main beam reflector housing to check your work. I tweaked the shutter stops to be about half-way open in low-beam mode. If you push the stop bar too far you can use long needle-nose pliers to gently pull it back into position.

Put everything back together and check your work when it's dark. I ended up tweaking the lamp position down a degree or so to get a good pattern. In low, the light cut-off pattern is further out now and the amount of light is better. When I'm sitting behind other cars in traffic my lights don't seem to hit their side mirrors. I haven't had opposing traffic flash their high beams at me either. Of course, with the "666" wiring mod everyone knows when you're running high beams...
