Hello,
My guess on the noise would be in the shock itself. I have had poor luck with Bilstein's over the past year. I had put some in my sport sedan and that led to the car actually bouncing down the road especially on several bridges. I got those replaced under a parts warranty and one of them started to leak about 3 months later. So I am holding off on changing the ones in my 9-5 until I decide if I want to get Sachs to replace them or go with Koni's.
Another option if the bolt on top of the shock is tight would be with either the bushing for the spring not seated fully or the bushings and sleeve at the top of the shcok not seated fully. Good Luck, Bernie
