Leased 9-5 wagons in Canada commonly did not have factory roof rails from 2004 and onward, so I'm pretty sure I have seen 2007 cars up here without them, but 2 things: 1) I don't love the Dame Edna look so I mainly noticed this with 2004/2005 cars, and 2) they sold many fewer of the later model years.
The upside of Canadian cars is they all have heated rear seats, block heaters, etc... the downside is they all also have rust (even if not visible)!!
Personally I do not see the attraction to wagons without roof rails. Used Thule roof racks are cheaply available and they work extremely well on the factory rails. The 9-5 wagon is one of a small number of wagons and SUV's that work decently with our 6'8" long ski box.
I have the saab branded special thule rack for the 9-5 sedan and I do use it on that, and it is fairly good (much better than the thule setup with a fit-kit that rests on the roof that I also have), but the saab rack is a little bit obscure to find (need to find a saab owner selling one) whereas the thule rack for cars with rails fits a gazillion wagons, vans, and suv's and is therefore ubiquitous on the used market. Of course if you only ever have a need for 1 car to have a rack on at a time, then moving 1 around similar cars is perfect. For me, both 9-5's have some combination of ski, bike, and surf crap hanging off them pretty much all the time (or a big stack of 2x4's) so each car needs its own rack anyway...
