I'm late to this this thread, but in areas of winter salt this is a scenario we should caution others to expect. The collar / spacers can rust solid to the shaft, and they are inside the rubber bushings where one cannot easily access.
I had to do what you are describing to remove old rear shocks from our '99. I have made notes of the suggestions in the responses, and a diamond wheel for my angle grinder is in the future - it will beat the multiple Dremel disks I had to use =).
