Good reason to keep your old down-pipe to reinstall for inspections. Do they actually test the emissions? Or just do a visual looking for modifications? Assuming the smaller Cat still passes the test then there is no pollution crime being committed.
Michigan has not yet gone to vehicle inspections, which is both good and bad.
