yes the wiring installed in the car, but the element is not. If you want heated seats you'd to need either
- install a set of used heated seats. They will bolt and plug right in, or,
- install the element alone in the existing seats.
My son upgraded his non-heated seat '99 to Aero Seats from an '03. Pretty easy job, much easier than adding the element to the existing seats.
