So I agree with saabsince93b that the radiator is fairly cheap to fix. I also feel that these Nissens are not always great. I had one replaced by my mechanic (failed during winter - when it is -20 out, taking the car to my indy is money well spent!)... less than a year later, the nearly new Nissen radiator was leaking a bit already. Some sealant cured it for a while anyway. I think the rad in my other 9-5 is starting to go, and I have a rad on hand to replace it when required.
The other stuff is mostly not going to be urgent (eg turbo is only an issue if it is obviously going bad - TD04 is well built and lasts well). Obviously brakes and tires are wear items, but not ideal to pay for them and have to drop the car for another reason. That said, wheels are easy to sell.
The "no" part: Saabsince lives in a climate that is more conducive to long term ownership than Buffalo. I'm north of you, and we also have loads of snow and salt and I get it that it destroys cars. If the body really is a mess, you may be wasting time fixing it. It really depends on how bad it is, and without inspecting it I can't tell you. What I can say though is that these cars do better wrt rust than other cars, but with any car, regularly oil spraying it (once per year typically) makes a big difference in the life of the car. I had to give up on a c900 this past year due to rust. It is a 1989, and it was oil sprayed, and to be honest, the only areas that were big problems were areas that did not get the rust proofing or were damaged in some way causing exposure to the elements. I also have a 1993. My 2004 9-5 is basically rust free. The 2005 I bought that had not been rust proofed is not and I needed to do body work as part of getting it back on the road. I use Rust Check (Krown is comparable), and where you are in Buffalo, if you can't find a shop right around you that does it, it may be worth a drive over the border. Car is more messy to work on after, but it dramatically reduces corrosion over the long term.
So it really depends where you are at, but I don't think the radiator should be a big deal to fix, at least if you can diy.
