you have the pump, so you might as well start with that..(is this the original pump from 2000?)
If it's cranking strong, I would think that would rule out the battery and relate cables...
If you're certain the problem only occurs when below a 1/4 tank, then I don't see how its now fuel pressure related.. So start with the pump, and go from there, especially if you're experienced a stall while its running as well.. Fuel filter old?
If you're not certain about the 1/4 tank symptom .. then also check for loose grounds involving the fuel circuits as well, and test the fuel relay, or swap one in if you can find one cheap....
